getting old seeds to start...

Hello all. I was recently given a pill container that is said to be full BC big bud seeds. Now.... i know these are old but i dont know how old... i tried putting 10 inberween paper towel and the 2 saucers and keeping them moist and all that. Been 3 weeks and nothing.... so these 10 im sure r duds.

My question is for the experts out there... how the heck do you suggest i get some of these started? If they will start?
