depends on how low low is to you if really low cfl is the way to go but you can pick up a 400 watt hps/mh for cheap on ebay about 140

depends on your budget.

Cfls would be the cheapest then some bigger flourescents, then smaller wattage hps/mh lights and so on.

yea depend, its also a question on how much your ready to invest..

if the biggest concern is power use, go for LED, if its cost to buy go for a small MH/HPS ..

if your just looking to get started cheap and grow a few plants for personal use, I would recommend a 400W MH/HPS with a cool tube and a 4" ventilation with filter to match, that is in my mind the best "beginner" set up ..
