Grow tent question and heat issue

I recently got a grow tent in the dimensions of 62x36x20 (GYO1001). It has one 4" vent on the bottom and two 4" vents on the top. I think that the vent placement is kind of weird, because they are so close together... but i don't know much about tents anyway.
I have a 600w dimmable HPS light in there and right now i have it on 50%. IT just has a wing. I don't have a cool tube and at the moment, i cannot afford to get one.
I have an exhaust fan set up on one of the top vents with a carbon filter and a oscillating fan on the outside of the bottom intake vent. I have a speed controller for the exhaust and it's at medium level. It makes alot of noise when its on full power. My temp is around 78 now but It's a pain in the butt to keep the temp this low. I have to have the window open to cool the air in the room down and i have to mist the tent down to keep humidity up around 44%.

What can i do to help bring the temp down, and so that i can have the light on 100%?
I'm on my first grow, and i really want my plants to get the best i can provide for them. If i can't solve the heat issue and i have to keep the lights at 50% is that enough?
Also, how many plants can i keep in this tent?

I agree... A/C is prolly your best bet without a cool tube...

I'm rockin' a 250watt batwing and I need to keep my room frosty to keep the temps in the mid 70's

I'm using 1000 watt light without the glass in my small room. Where is your tent located? Basement? Garage?.

uh, thats the prob with wing reflectors, all the heat sits in there. Get an air cooled hood, vent the heat out into the general room. Then have a carbon filter with another fan blowing air out of the room, with the filter placed high in the room (hottest as heat rises).

Ya, I wouldnt even start growing til the envoirnment is setup better. Save yourself the headache.

or AC as the other peeps said, which I have no experience with

rocknratm is 100% correct. Still, since you said you can't afford an air cooled hood, a potential (yet temporary one at that) option would be to run flexible duct work right up to the reflector, so that it sucks the hot air right off the light, to the fan, then out to the room. this will also allow you to put your fan wherever. your vent room is always gonna be warm.
In that tent i would suggest 2 or 3 plants. 4 is possible but keep in mind that plants grow (from top view) in circles, and each wall is gonna cut into that circular territory.
also, due to the size of the tent, be cool about fire safety and keep that fan ON.
btw, get that cool tube.

I got cold air coming from under bathroom counters.. don't ask lol.... but it works.. also have a box fan running hittin on hps... either stronger exuast or find a way to get cold air in it.. nothin else u can do. Unless u turn ur heat off in suck it uplol

You could always try using a 12/1 light cycle until you get you cooling situation dealt with, by getting a cool tube(the only real and best fix).
Just set you time for 12 hrs on-5.5 hrs dark-1 hr on-5.5 hrs dark. This will keep your plant is full veg mode but help you deal with the temp, and also lower your electric bill.
The 5.5 hours of light is not long enough to trigger budset, but it does give the plant some time for rest and root growth.
Some people a skeptical of the 12/1 light cycle, but it does work, better than an 18/6 cycle for sure.
There is even some data that is is better than a 24 hr veg, but I have not tested it myself, or done enough research to say for sure.
