growing with flouros

I've just started growing and for finacial reasons i've decided to use flouros. every thing i've read says that my plants should be ready to start flowering at 4 weeks, but after 2 weeks the plants dont look as if they'll be ready for weeks yet. will they speed up now that they've been transplanted?
 
how many flouros do you have? How many watts? What temp are they?
You do realize that you'll need something in the 6400 range for vegging and somewhere in the 2700 range for flowering?
