growing with LED's and cfl?

i am planning to move my plant indoors from outside, when there starts to be to little sunlight in my area. would 2 sets of ikea dioder led's and an 11 watt cfl give the plant enough light to grow?
i know that for led's to be effective, they have be be above 3 watts or something, idk how strong the ones i have are, but they are pretty bright...
