Have Sprouts; question with light

Hello,

I have 2 sprouts. They are Strawberry Cough and are indoor in soil. They just came out of the soil yesterday. One is alr4eady an inch high with 2 tiny leaves. The other is about a 1/4 of an inch tall. For right now I am using 2 CFL's I can't get them closer than about 4 inches away. Is this going to cause a lot of stretching?
What is the best way to avoid stretching?
As they grow taller, should I leave the lights as they are or raise them?

four inches is ok. keep them 2 to 4 inches away for the entire grow
