In a 3ft x 4ft x 8ft space with a 400 watt hps light what type of heat extraction would work optimal? Also the ballast would be built into the hood.

I completely disagree. I have a hydrofarm 400 convertible ballast/hood/reflector system running a solarmax super HPS right now, in a closet about exactly that size, and my temps never get above 79 degrees twelve inches from the light.Hey bro, word to the wise, don't use a hood mounted ballast.
I'm guessing you're going the budget route and using a parking lot light, you can do it, but you need to rig you ballast so it's remote, like the traditional hps/mh grow systems.
The bulb itself puts off so much heat, controling just the light heat is tricky, but if you have the ballast on top of the hood, forget it. It can't be done in an enclosure.
You need a cool tube, or some type of air cooled reflector and a high power fan doing the work, and that's just for the light.

I do have a very good elicent inline duct fan running 309 CFM. The hood is aircooled with a small computer fan extracting heat outside the closet
So I would say you need a fan capable of 250 cfm or more, especially if you are also running a charcoal scrubber like me. Lowes / home depot sells various model very cheap
