Help my plant is not growing and looks small and crapy

Why is my plant growing super slow and looks like crap????

I have been growing this plant for 6 months. kept it outside and at first was over watering it. I learned that it was not doing good so I stopped and it started growing a bit better but still super slow. I never gave it nutrients but put some milk because i heard it was good. I started growing it inside a month ago thinking it would start getting big. I started using fish fertilizer for nutrient also a month ago. It was still ok but for the past two weeks the leaves have dropped all the way down, the plant is super skinny and small and the leaves are yellowing/browning and coming off. About 4 days ago I bought some organic soil used to grow fruits and veggies, tested the PH of both water and soil and it was about 7.0 for both. the soil was a little lower though. It still looks horrible and it did not help. I watered it with the fish fertilizer that same day. I have a nice set-up for the grow system. I am using 4 14watt soft white florescent bulbs. I have no idea if the plant will even survive or what to do? I am giving up. :/

Not sure exactly how that happened. Today's pic looks like it needs nertrients. I'm guessing the plant is in a state of shock. It will take some time for the leaves to get back to normal. If this were me, I'd start some more seeds/clones as a backup - this plant may not make it. A new plant in good soil with good light will catch up and pass that poor plant in a very short time. Don't give up - this can be tricky getting the hang of it... Lots of things can go wrong on the way down a very long path to harvest.
 
Are you watering it regularly? Your soil is looking very dry and to me your plant looks dehydrated. Of course it also looks like its been over fertilized. Just my little ol opinion
 
Yikes... Experiment with her. She needs light, do you have a fan on her? Try foliar feeding with a light nute mix.
