The home depot lights work fine. Shit fifteen years ago we did not have "special bulbs" and all that so we used the typical 400's that you are talking about. Might have a slight difference in spectrum but not much.
 
Hps grow bulbs now have 30% blue spectrum so they are made for vegging as well as flowering. Normal 2100k hps do not, so I think they'll have a longer veg time but that's about it.
 
FWIW, I've run Philips, GE, Sylvania (Grolux and industrial), Hortilux and a thing or two I'm sure I'm forgetting side by side at various points with 2x400HPS (veg). I'd be lying if I said that one lamp was significantly better than another. I prefer Sylvania lamps, the industrial sort, as they measure best, but only because it make me feel better. :)
