Do i need a ppm meter or not? Is the laser test enough to gauge ppm? Like, is it just a threshold I need to pass or is it a specific range I need to be in.
 
If you're using 99% plus pure silver and true distilled water, the laser test is more than good enough. If you keep going till the water takes on a slight silvery-grey tinge you've basically reached the saturation point.
