How do you wire 4 600 watt ballasts if you only have one circuit available?

You don't. Nominal house voltage is 120, youd be pushing 2400Watts. Divide that by 120 and you get your amps which would be 20amps. Typical house circuits are 15 amps. (15 amp for outlets/lights, 20 amp small appliance circuits, laundry circuit 20 amp, those are the code required house wirings.)
