horizontal or vertical

just starting to grow with some cfl's now. i was wondering which direction i should place my lights? should they be vertical or horizontal?

I use seven cfls to grow a single plant. Three of these bulbs are above the plant and are mounted horizontally since the light emitted along the length of the bulb is greater than the light emitted at the bottom of the bulb. I have four bulbs hanging around the plant. These four cfls are dangling vertically.

so then essentially the ones on the side are giving the plant light from the horizontal plane of the light.
