How do you build a custom flood and drain table?

I was wondering if the brain trust would help me out with this:

I have to build a homemade flood and drain table. I need it for a bit of confined space. The dimensions of the tray would be roughly 2.5' x 3.5' x 1'. Ideally, I build this thing water tight for obvious reasons, also it needs to have a drain/pump pipe on the bottom. In a perfect world, I would like to build it for anywhere under $55 in building materials that I can get at local hardware or garden stores.

Suggestions?
 
Read my post on DIY flood and drain table, size it for your room. Getting the pond liner for the size your making and keeping the cost under $50.00 may be impossible. One thing I would recommend everyone check at this time of year is the clearance of Pond systems. You can buy them for less than the cost of a decent pump and use the liner to build your own. VV
