how to make tincture from concentrates

How can i make tincture with BHO/wax/Shatter and only using glycerine not any alcohol? Or can it only be made from actual plant material because the earl might not dissolve properly and get extracted into the glycerine? Thanks

i had some in a jar outside from may till last week still wasnt diluted so i made butter with the remaining oil
