HPS very dim today and still new?

Checked out my 600w hps in flower room today and it was about 30-50% dimmer then it should be. The ballast and light have about 400 hours on it. 12X40days. This dosent seem right there is barely any heat coming from the bulb or ballast. Usualy bulb is very hot. Basicly wondering if anyone has run into this problem do i have a failing light or ballast?

I also did all my checks talking bulb out restart ballast ect.

failing ballast 5 year warrenty. replaced working good now
