not 100% on this, but I think 400 watt HPS will run too hot. It all depends on your ventilation, but usually from what I've read people with a short cab (4' or so) and small enough for like 4 plants usually stick with a 150 watter or a 200, something in that range. With only 4' to work with, even if you only used 6" for the pots, and 6" for the lighting and exhaust fan to opperate with, your looking at 3' of growth space. With that high of an HPS you won't be able to get your plants within around 18" or so of the light. That leaves you with 18" of grow space, a tight fit if you arn't used to training your plants to keep low. Possible, but better to start with low lighting (150 watt) and suppliment with CFLs to make sure you don't get a tinder box, imo.
