is my light too high?

the really bright spot in the picture is my lamp and grow bow and the other one is my new sprouts they came out of the ground about 2 days ago and i was wondering if my light was too high up.

Short answer is yes. But its more complex you need alot more light. With that comes heat. You need to be putting max lumens with low heat. Look into well venting the box.

if its not a m/h then yeah its too high and you need more light

yea its too high and you gonna need more light for 5 plants, keep lights like 2-4 inchs away from plant.
 
the light is too far away. lower the light or bring the plants up to it. always try to keep the light about 3 in away when using CFL. and im not sure if it is but if that is foil in your grow room take it out. Foil can cause hot spot reflections which can burn your plant
 
im using a phillips plant light. what bulb should i get like the exact name name of what i need.
im not familiar with that bulb but if you were to switch to CFL. just make sure they are daylight bulbs during veging, meaning 6700K lights, and during flowering swtich to 2700K bulbs. some say they like mixed spectrum meaning putting one 2700K bulb into the veg lights. And make sure you have least 3 bulbs that are each equivalent to 100w, (a 23w cfl = 100w)

Well the farther the light is from the plant tops it makes the plant stretch. Causing among other things weak stems. The light you really should look at would be like a 150w hps. This would absolutely blow those cfl bulbs away on growth. HTG supply has them really cheap. I know a 400w hps is only $119, so I would guess maybe a 150w hps would be about $65 but not sure.
