is this enough to keep my closet cool?

I want to run a 400 watt hps in my grow tent which is 2x4x5.7. I would have a 6 inch duct fan as intake and my carbon filter attached to my 190 cfm inline fan as my outtake with 1 or 2 6 inch oscillating fans inside the tent. Also my tent is in my basement which stays around 63-66 degrees, that's summer temps. Also the light comes with a dimmable ballast so if its to hot with 400 I can always turn it down.

More than enough. The CFM stands for cubic feet per minute and your grow space is 63 cubic feet. That means all the air will be removed in around 20 seconds depending on how efficiently you hook up you fan and filter.

Nice cool intake temps in your basement. If you can keep the intake temps below the mid 70's you should be fine. I run similar equipment and my intake is 74 degrees.

That sounds like a more than sufficient amount of air being moved. The cool beginning temps will save you a ton of future headaches bro. I think you'll be running your ballast on super lumens if you have it. Depending on how efficiently it's all hooked up you should be really happy along with your girls. Just remember the more 90's the less efficient the in-line fans will run and always bring cool air in low and remove the air at the highest point it will be the warmest. Keep your ballast out of your tent, they get pretty hot, and keep it off the floor by the water. Rope ratchet's kick butt, leave the chains at the hardware store. A great way of adding light without alot of heat is cfl's and stick lights like T5's, for the under growth not getting the intense hid light, and it doesn't suck your energy. A clean tent is a happy tent. When you set it up get creative with placing your gear around the poles and hanging it off the supports on the roof as it will hold more than they say, but it's best to keep it simple.
