Well if you want any actually quantity of bud you need to use 200 actual watts. So you really get what you pay for unfortunately.

Diy cfl fixture. You can change the spectrum as needed by swapping out the bulbs.

I would look for an old analog ballast for HPS. I don't think you can beat 400w HPS when it comes to price vs performance ratio.
If you find an old working ballast you only need a E40 socket, reflector and lamp. Good luck!
