Is this normal?

Sorry if this question is silly or noobish but I couldn't find any definitive answers by searching. My plants are about 4 weeks old and the vertical growth seems to have slowed if not stopped altogether. I used to see a noticeable growth difference every few days but not anymore. However, new leaves are sprouting at the base of the stems. These new leaves are growing pretty fast. My question is, is this normal for these plants to stop growing vertically or a sign of me doing something wrong and will vertical growth eventually continue? I'm growing outdoor in soil, my water and soil ph are good, and I use a 20-20-20 fert at 1/4 strength. As for the strain, I don't know. I got the seeds from from a midgrade bag. Other than that, the plants look very healthy. I'm pretty sure they are not overwatered.

*edit: The plants are about 8 inches tall.

Don't do anything, without knowing your seed genetics its hard to say how big it will grow. Just leave it alone and keep doin what you are doin. If it all looks green and healthy you are ACE.

Excellent, thank you. They look healthy and all but I was just a little paranoid because its my first crop.
