Issues with Cannabis seedlings, assistance appreciated

Greetings all,
As you can see I am having trouble with my seedlings. I germinated the seeds the second week of April and had some initial success. However, the third and fourth weeks of April took a weird turn weather wise with barely any sun (I grow outdoors with some supplemental indoor light for evening hours) and temps never above 60F. My best guess is it is either over or under watering leaning more towards over watering as I have watered two times and both times have soaked the mediums until runoff. As you can see, the lower leaves have progressively browned and are now dead with the top leaves turning more yellow each day. Any help would be much appreciated as this is my first grow from seed.

What medium are you using?
Any nutrients yet?
how often do you water?
what’s the Ph?

I wouldn’t soak seedlings til runoff, they don’t have the roots yet and it just drowns them. Try cutting back to a good soak and no runoff.

Also, you will really want to raise your temp to 70f-75f, it’s too cold for them below 60f.

If it is , between the peat pot , bark mulch it's all adding to your overwater issue. Throw in those temps I'm impressed they went 3 or so weeks
