leaf issues these girl will be dead soon!!!

Hi first post guys so be gentle with me :dunce:.
This is my second grow first one had great success no real problems,
But Something is going very wrong here :-( and Im not sure what the hell it is,
Now I know these strains are supposed to be grown outdoors but I,m living in a very cold climate and was trying to do a indoor grow on these girls.
I've got a eva monster and some twilight passion first I was thinking it was a overwatering problem but i've let the girls dry out,then I was thinking i've got the dreaded rot rot but I've taken them out the pots and had a look the roots are small and thin but white and no slime.
flushed the biggest one out with hp'ed water thinking its some kind of lock out problem but I'm not feeding them yet, the new clones are showing the same problem. Had the same problems with the mother of the twilight passion clones, but now she is on flower period 4 weeks in she is looking much healthier but still slight problems with leaves wilting and dropping off buds look small tho.
the PH is reading 6.4 using tap water and as I said not feeding yet,
was thinking a chloride problem because of the tape water but not sure.
lighting is CFL'S 4 x 30W = to 4 x 117w total 468w=total lums 6800 but I am using 2700k bulbs for the veg stage would this be an issue :?:,
The current temps are 28 deg C lights on 24 deg C lights off now I'm not turning the lights off much so some days light 24 hours a day but when I'm home I give the girls a break and turn them off for 4-6 hours, I have a fan in with them and it's blowing off the wall and not directly at them, I'm using compost with perlite and vermiculite, now only watering only when dry.
Please take a look at the attached pics tried to get some good pics but failed at that too,
we have some leaves starting out green then starting to turn yellow going brown but then going crispy and falling off, The new growth on the clones does the same starts green then goes yellow the brown then hits the floor :!: :!:
So anyone of you guys got a spare few mins and a bit of help for the struggling nooby.
Just banging my head off the wall here :wall: see...!!!!

Im thinking it might be from the compost because ive been having the same exact problem with brown tips and some yellowing but not quite as bad. I added lime to the soil today to hopefully amend it. I hadn't added any fertilizer either but compost can be too rich to handle sometimes and results in the nute burn

If your not letting your tap water set for 24 hours, then yes your killing your plants...but they will come back, if you let your water set out over night...g/l

I hope you added liquid lime otherwise if it was dolomite lime powder you're going to kill them...dolomite needs to be blended in the soil and "cooked" for awhile before use...g/l to you 2 bud

Decided this time I was gonna splash out on the correct soil
Started off using Plagron glorious green from my local hydro shop 100% terra a lightmix with a ph of 5.5-6.9 an this has very very little added fertz and I was having the same issues so I repotted them in to grow sure from local asda lol, it does state not suitable for lime hating plants so I would assume there is enough lime, The issue's were still present so I'm at a lost thanks for your input m8 :sad:

I Have let the tap water settle for 3 days in some cases but I have been watering them with some of the tap water as soon as it is mixed up will try and let it settle for 24 hours before I water any of them from now on ,I have been misting the cuttings the same I will also now allow the water in my misting bottle to settle 24 hours before I use it,
