Leafhoppers

Has anyone used insecticidal soap for leafhoppers? Is it safe?

I haven't--I can vouch for solution of neem oil combined with a tiny amount of Dr. Bronner's peppermint soap--seemed to do the trick (recipe: https://homesteadandchill.com/emulsify-neem-oil-spray/). Plants didn't mind it a bit and hoppers became scarce.
