leaves curling down and papery feeling. Why?

Hello! I will try to describe my problem and what possibly caused this. Your knoledgable thoughts are most appreciated. My plants are now in flower week 6 of 10. Leaves esp. newer leaves are curling under and feel papery. Growth is slow. This is my 7th grow using almost the same nutes light temp, medium etc. but this one looks really sad. Where I think the problem is, is in re-using coco where I used House and Garden Shooting powder. HG says not reuse but not why. I imagine that this due to the high P and salt content. So I did flush the old coco lots and lots and went for it. I am on H&G full line. Perhaps there was too much dead root in the coco and this is causing a bad reaction in an almost sterile drain to waste that I use. The problem looks like overwatering. I dry them out and still the same. PH is 5.8 going in and 6.0 coming out?? Which means to my amateur mind, Not nute lock out. Right?? Not overwatering as this is the same as all my other grows.

My guess is that the medium is the problem. Shooting powder residue and/or degrading organic matter in the coco.

I used Hygrozyme at 10 ml per gal (throughout the grow).
I applied 35% H2O2 to the worse affected plants at 5ml per gal. Once only.
Pokes air holes in the medium to dry her out.
Flushed at two weeks and four weeks using a cleaning product (409! Just kidding.. one used for this)
Gave a good EWC tea w/azos and mykos, after each flush for three days.

NOTHING! I probably should have scrubbed this grow a while ago but I think there is learning in store here.
What could it be? Nute lock out due to the coco I used? Totally stumped! Please advise.

The plant is Chocolope (6). 4x4 tent w/600 hps. third time with this (AWESOME) strain. 3 gal fabric pots w/ 66/33 Coco/perlite.
The scrog is like not even half full. And weak! Any thoughts?? I will let yall know the outcome.
