Light height question for seedlings? and temp q.

I have some 16 seedling that are 12 or 13 days from the day the seeds popped. I have had them under a 1000 watt MH about 3 ft off of them as of now. What I would like to know what are the indicating signs that my plants are ready to get more concentrated light. The plants still have the Cotyledon leaves, one blade leaves, and are starting to develop a set of leaves that appear to have 2 blades at least. They are a little bigger (10003028_1416470605278610_343640904_n.jpg) than they are in this pic by about four or five days. They are in one gallon pots. So what are you guys method for lowering the light down? Also I am aware that with the amount of plants I may be restricted in the height of my light if I want my plants on the outer perimeter of the of the lights footprint.I started out three and a half feet off of them and dropped it at least six inches yesterday.
As far as temps go are there any fan speed controllers out there that are temp. sensitive? By temp sensitive i mean It will reduce the fan speed when the temp drops to a certain temp. The weather is getting cold and I am concerned about keeping it warm on cold nights. I have a space heater in there hooked to a t-stat. but if I could heat the room with the heat off the light by reducing my fan speed, that would be optimal? I feel like I saw one for sale somewhere but can't find it now.

be careful with the power you have, I would say at least 18 inches away, maybe more at first

And just why would you want to use 1000 watt MH on baby seedlings?
