Lighting question for microcab

I have a question seeking an answer from somebody who knows--very basic lighting question. My veg cabinet is 14x24 x 20high. I had started seedlings in it and they promptly well, did not grow. I am not sure what the problem was, could be some overwatering, could be a pH problem, initially possibly some heat issues. I am atleast prepared to do some things differently and I have a pH pen. I have explored many threads on here to seek some insight and am soon going to germ some more seeds and try again. I have a fixture that can accommodate up to 6 lights, I was using CFLs, 23W 5000K, was using four of them but any more and the temps get into the mid 80s. I do have a pretty good fan that draws air through the space. Is this enough light to grow seedlings to atleast several weeks to then go into larger cabinet (yet to be built)??

What about one 2' t5 (36w) diagonally mounted across the top, and lose the cfl's? You could raise the seedlings with blocks up to the light so they don't stretch. 20" might be too high. I have 10" in height (my space), and mine works great. :peace:
