That all depends on what ya mean by "good enough"? If '0' was no light at all, and '10' was a 1000 HPS, your setup would fall around a '4', in terms of effectiveness. Yes, you will get some decent smoke(if ya have them positioned close enough), but you won't compete with a better system.

if those are CFL then yes you should be able to grow the 1 plant. just make sure if you are veg with them use the daylight CFL, If you are flowering use the soft white CFL

this is true, theres no way you could compete with HID setup.

yea i have 3 2700k and 2 6500k and my plants only 1 foot.

that would be fine ! I used to have that 2700 with 6500 , it kinda still cause stretching in my plant...so i exchanged 6500 to 4100k (cool white) it will make a nice compact buds...
