So, went to home depot today to pick up a new timer.... Got home and just like every other timer I get, it wont work with my 400w Dinosaur MH ballast..

And it wont supply or something enough power for the light to power up... I hear the humming and buzzing but no boot... Works great with my CFLs. But not with the MH ballast.

Any ideas?

That timer has more than enough capacity to fire a 400 watt MH. have you tried to plug the ballast directly into the wall outlet? If it fires up ok, then you have a defective timer that I wouldn't use for a paper weight, for safety reasons. I suspect that you have an issue with you ballast or bulb though.

As an electrician I have to agree that this sounds more like your ballast than the timers.
Also, I own 3 of those and they have all been working great for a little less than a year
now. Hope you find the problem.
