I can’t see anything sinister and have never seen any movement on the plants. Just checked where you said to check… nothing there.I'd check for bugs on the underside of the leaves. Pay particular attention to main stem that runs up the middle of the leaf, they like to hide in that crevice where the stem meets the leaf tissue.

Spinosad, captain jacks dead bug, dr. Zymes, pyganic, sulfur, lots of options to kill them.

It was an experienced grower who said neem oil, 10ml in 250 ml of water, I sprayed them yesterday, underneath the leaves and the top soil, this afternoon I’ve only spotted one of the little bastards so far, if it doesn’t clear up I’ll go harder.Neem doesnt do shit.makes the leaf sticky thats all
