look at these plants, flowering time or not?

you can skip veg and go straight to flowering if need be, but your plants look nice and ready whenever you are for flowering

so your saying to get better yield, wait for pistils etc?
When you should start flowering basically depends on how long you want your cycle to be and what your max height in the room is. A plant will basically double in size the first few weeks of flowering, so if you flower now, they will be 24-26 inches when finished. Height obviously affects yield. Generally, although it is stain dependant, the bigger the plant, the bigger the yield. But I know people who go straight to flower after cloning, and people who veg to 36", so, its personal preference along with the limiting factors.

there are hairs between nodes, not white but green.. not sure if these are pistils or not... same as this

Your question's tough to answer accurately. They look plenty mature enough to go into flowering, your variables are strain/phenom/growing area/size limitations etc...
For your average indoor indica dominant strain, expect it to double in height or even triple when it completes its stretch. I flower my plants at 12-15" and they get to 35-40"
