Please contact HC and voice your concerns. Please do this in a polite manner. It's time to let them know we count too. The courts have given their decision - HC has a duty to do what is right - we are not the enemy.
We are building momentum and finally may get our rights that we are being denied. Encourage friends and family to; phone, fax, write, and e mail often over the next months. As has been proven through out history - those how do not stand up for their rights will have none...

Who is The Honourable Jane Philpott MP ?

Dr. Jane Philpott is a family physician and was the Chief of the Department of Family Medicine at Markham Stouffville Hospital. She was also an Associate Professor at the University of Toronto's Department of Family and Community Medicine.

Between 1989 and 1998, Jane worked in the West African country of Niger, where she practised general medicine and helped to develop a training program for village health workers. In 2004, she founded Give a Day to World AIDS, which has raised over $4 million to help those affected by HIV/AIDS in Africa.

Jane also served as co-curator of TEDxStouffville, a video and speakers series, and was family medicine lead at the Toronto Addis Ababa Academic Collaboration, where she was instrumental in helping Addis Ababa University develop Ethiopia's first training program for family medicine.

Jane has raised four children alongside her husband, CBC Radio journalist Pep Philpott. She is particularly active in her Community Mennonite Church, where she is a song leader for the congregation.

I think jafro was saying we should make sure we are heard in the new mmpr process...not that it made a difference the last time, but... new government, new attitude, better result? We'll see. Either way, making our thoughts known while it is still being redesigned can't hurt. They have a small window to get it done.

Somewhere someone is attempting to produce / dream up new regs for patients. We just need to keep reminding them that we are people with rights.

We should start a generic letter stating what we the patients would like to see included in the new mmpr and have everyone jam there email accounts this 4:20 or April 20. Just a thought

I think efforts in this would be better off directed at JT or your mp directly. I mean HC doesnt make legislation...they just follow orders....

We should definitely be as proactive as we can. Just waiting for some BS changes from them may not work in our best interest.

The idea of a letter sounds good.
420 - almost better to separate the two( Rec / Medi). send Justin, HC, your MP all letters everyday, then take 420 off and relax with friends

Maybe if we a sent JT a little bit o bud with those letters he would be inclined to get somebody moving on it faster.

I mean...we know he inhales so... it wouldnt be a waste...lol

This is incorrect in this case.


The MMAR/MMPR were created through the Gazette, and is not actually 'legislation' per se. It was basically done so the Liberals wouldn't have to get skewered in the Commons over promoting the evil marijuana plant way back when.


HC will most certainly have direct involvement, as well Minister Philpott (she will have the most involvement as this is a public health thing, Raybould will have a smaller role). So absolutely direct communications at Philpott / HC.

My skills are in botany. I welcome any ideas, especially from those in the know. I haven't even got a traffic ticket in over 20 years so my legal dealings are few and far between. Some ( most) of the political / legal end of this is very frustrating and abstract to me. I could teach people to clone, create nutrients from raw compounds, do tissue cultures, ect. but I tend to zone out with the other end of the spectrum.
Its great to have people like you on here with us....

OK, I'm confused. W in TF is a gazette? How can a government pass laws and restrict freedoms without legislation? I'm sure it happens, I just don't understand how...

The Gazette is the official house of commons newspaper...

But if i recall... the the program was started by HC on compassionate grounds to give end of lifers some relief and allowed them to use weed. There were only a few hundred. It was never legislated. It was simply a directive... and it expanded to include other chronic illnesses and it all got out of control...

It's kind of confusing...it's referred to as 'Medical Marijuana legislation" and as "regulations" interchangeably.

Medical marijuana legislation
The regulation on access to cannabis for medical purposes, established by Health Canada in July 2001, defines two categories of patients eligible for access to medical cannabis. BC College of Physicians and Surgeons’ recommendation, as well as the CMPA position, is that physicians may prescribe cannabis if they feel comfortable with it. The MMPR (Marihuana for Medical Purposes Regulations) forms are a confidential document between Health Canada, the physician and the patient. The information is not shared with the College or with the RCMP. No doctor has ever gone to court or faced prosecution for filling out a form or for prescribing medical cannabis.[citation needed] Category 1 covers any symptoms treated within the context of providing compassionate end-of-life care or at least one of the symptoms associated with medical conditions listed below:

• Severe pain and/or persistent muscle spasms from multiple sclerosis, from a spinal cord injury, from spinal cord disease
• Severe pain, cachexia, anorexia, weight loss, and/or severe nausea from cancer or HIV/AIDS infection
• Severe pain from severe forms of arthritis
• Seizures from epilepsy

Category 2 is for applicants who have debilitating symptom(s) of medical condition(s), other than those described in Category 1. The application of eligible patients must be supported by a medical practitioner.[29] Health Canada permits marijuana for approved patients who can demonstrate a medical need for compassionate end-of-life care or debilitating symptoms.[30][when?] Chris Buors, a cannabis activist, was sentenced to six months in jail in November 2004 after pleading guilty to cannabis distribution and marketing charges arising from his operation of the Manitoba Compassion Club which served patients suffering from a variety of illnesses.

In a survey conducted by the United Nations in 2011 it was revealed that 12.6% of the population, roughly 4.39 million adults, have used cannabis at least once in the past year, while the estimate for those aged between 15 and 24 was 26.3%. Considering the massive size of the cannabis market, it is clear that prohibition has harmed the Canadian government greatly, like others worldwide, from an expansive additional source of revenue at a time when cuts in benefits and investments are being used to balance the budget and come out of debt. However, the loss of tax revenues is not the only problem associated with the current marijuana use policies: prohibition has kept the drug industry illegal and, subsequently, deregulated. This makes for risk-premiums that create a monopolized market with high barriers to entry, which in turn, leads to increases in violence, organized crime and the diversion of limited government resources to prosecuting drug users (i.e. non-violent crimes).[31]

In April 2014, the Medical Marihuana Access Program was replaced by the Marihuana for Medical Purposes Regulations (or MMPR) by Health Canada.[5] Under the MMPR, legal medical marijuana production is authorized to licensed producers whom Health Canada maintains a public database of.[32] Patients wishing to fulfill a medical marijuana prescription must register with and order from a licensed producer of their choice. To receive prescription for medical marijuana, a patient must obtain a medical document from a healthcare practitioner and obtain Authorization to Possess from Health Canada.[4] Individuals with an Authorization to Possess valid on March 21, 2014 fall under a grandfather clause and may hold a maximum quantity of dried marijuana as specified by their Authorization to Possess or 150 grams, whichever is less.[33]

In June 2015, the Supreme Court of Canada expanded the definition of medical marijuana to include any form of the drug, including but not limited to brownies, teas, or oils.

So basically, it's the federal govt's 'newspaper', in which from time to time 'regulations' are proposed. So basically it's something that should absolutely not be used in the way it's being used, but c'est la vie.

You will see 'proposed' regulations, ala the MMAR / MMPR. These 'regulations' will never go outside of HC / the PMO, will never go to a commons committee or vote.

If the MMAR had been in legislation, the MMPR would have been even more of a disaster (but maybe better for us).

And yeah the terminology is confusing to say the least.
