many questions bout indoor grow

hi, i have been growing for around 5 years how ever its all been outdoor, and Ive recently started construction on a grow room, i have 90 cf, and 90 cf one flower and one veg, already have the hps 400 watt ballast and bulb holder thing forgot exact name buy metal halid, so first of would circulating the air about 210x an hr be bad. as for lighting how may plants for the 400 watt light for total overall yeild? and is it possible to get organic nuets for both flower and veg premixed (one for flower) (one for veg) and if so how often to admistister nuets? will i have to vent my carbon filter out side of house? not worried bout neigbors so much as room mates. and will a 12h 400 watt and 24 hr 400 watt be a noticeable spike in electric bill and will law enforcement be alerted, and the grow is located in a basement so should i insulate it or will the heat from the light and Mylar be enough? i feel this covers everything i may need to know for the time being and i look forward to reading your input

purchased lighting fixture (got for a steal 23$ as it was in need of a replacement socket which was 20$ on top of that)
and also would i need a carbon filter on the exhasust port for the veg room or could i somehow make it so they lead to same ducting?

400 should produce enough heat to the room for as long as they're on anyway. You may need some heat for the "off" period though
Hell ya a 400 will spike the electric bill. I run 2 400's and mine a little more than doubled. DOnt worry about LE, just pay them on time so they dont bug you with ways to save on your electric bill.
