michigan med patient legal in 10 days-- grow room design help

So heres the problem! My mother-In law is getting her med card in 10 days. She can only have 12 plants in any stage of growth. I have a 1000 watt hps high bay and 2x600 watt hps in cool tubes already from my previous grows. Should i build three separate 4x4 rooms with 4 plants each in five gallon buckets and one lite or should i build one big room and hang all lights in that. and flower all 12. the plants will be cloned at another location so there will nwver be more than 12 plants at cardholders house.

well since you'll only be flowering i would go with one big room.

would a 10x10 be big enough?

but then you have an abundance of weed and only 2.5 oz allowed so i go with 3 room perpetual. or two rooms, veg one 1000 hi bay and flower two 600s in cooltubes.
