My First Medical Grow-T5 and CFL's

Hey everyone, this is my first grow and I could use some advice/tips. I'm growing 5 plants from bagseed in a diy tent made with 1/2 pvc and 6mil plastic. It's 6'W x 4'D x 5 1/2'H. I had to insulate the inside due to pretty cold temps outside the tent and used 1/2" plastic-lined styrofoam sheets and then taped all of the corners to make it air tight. (somewhat) I cut a 5"x5" hole in the back for exhaust ventilation and another in the front for intake. I haven't purchased a filter or inline fan yet so I'm substituting with two oscillating fans in the mean-time. I've had some issues with condensation build up and then resulting low humidity but have almost got it figured out.
For lighting I have one 2' 4-bulb T5 florescent and 16 65k cfls placed around the plants as needed.
Standard potting soil and "Old Growth" fert. every other watering.
The plants are just over one month old and have been on 18/6 so far.
My question i guess is this; I started out with 10 plants. One died for unknown reasons, but four others that were very strong and promising looking, started to form pollen sacks very quickly, while in veg under 18/6. I of course got them out of there. Is this grower error or strain related?
Any suggestions on this or anything else about my grow would be greatly appreciated!
I included pics of the healthy ones that haven't sprouted any sacks yet. Hopefully there are no more!

I forgot to mention that I have the tent sectioned off in half for separate rooms for veg and flower. I'll have the flower room finished when I can afford to get my HPS. Any suggestions on the wattage or brand I should get?
