Need help ( growroom )

I'm new to indoor growing and im planning to try it.
But, the thing is , I have never grown inside and i don't know much about making the lights shine
What Do i need to grow a plant , on the cheap side , with a 150 w Hps light.
Do i need a transformator or something?
Help would be appreciated
