Need help, new plants growing weird

I planted both of these seeds on the same day one emergered and started growing sideways and the other is growing really weird

lol you have hps over the seedlings
turn the light off, antill the seedling has leaves to collect the light, all your doing is giving them sun burn

EDIT sorry did'nt see there where out side just read vostok post lol

but there do look hot, dry and unhappy but not an outdoor canbis grow
grow loads of diffent veg outside but start most of it off indoors on the window seal in propgators
seeling love high humidty and don't like it too hot

Ok my plants were doing well until Today when they started falling over. Can anyone tell me why?

do you know your relative humidity? I'd say it's too low
As Indacouch said " humidity is your friend"
 
I live in texas so i dont think humidity is the problem, my weather app says its around 45%. Could they be getting to hot? The temp is around 80 - 90°f at day and 60 - 70°f at night
