Little blurry but looks like pollen sacs up top. Also, some kind of pest problem.
Is there any way to Chang the sex and fix or cut the leaves off

No you can't change the sex. You can try to treat with pesticides but I don't think that plant will survive.

Definately looks like a male. My adivce, toss it and start over unless you want pollen. Theres no reason to grow it out if your looking for buds..
