Need Little help with this plant

I've planted this about 2months ago and i noticed the soil i was using was very dense and had bad drainage for cannabis plants(miracle gro-organic) and it seemed to have stunted all my plants growth along with over-wateriing. Now I've used new organic soil along with perlite and peat moss seems a lot softer and better drain transplanted it about a week ago but it doesn't seem to be growing should i just get rid of it? Or can it still grow and produce decent buds? It looks potent but not 2 sure. (pictures below)

You need to provide 18 hours minimum light & 6 hours of dark
to keep a plant growing "in veg"
Anything less than that can start the flower process

Most people veg there plants to at least 12" before starting the flower process of 12 hours light 12 hours dark periods

So you should start giving them 18 or 20 or -24 hours of light if you want them to get bigger

I'm not able to grow inside i don't have the space/room/tools plus i wouldn't be allowed that's why i just grow them outside the back so they don't really bother anyone.
I usually just let nature do its thing but this one seemed to have failed :S
