Need quick advice

I got some unknown germinated seeds im gonna put in red cups, I just want some really small veg plants to take care of.
Is it possible for me to keep these plants very small (<8-9 inches) and healthy?
My idea was to keep cutting the top and sides to keep it very small, but would this likely kill the plant?

I want to keep these guys small and alive for a few weeks or months until I get a space set up.

why do they make and sell shears?

Sure you can do that. I've kept plants in a red solo hempy cups for quite a while.
