First off, if you're a new grower, I wouldn't go the hydro route. Only because with hydroponics, one slip up could cost you everything. Soil, or potting mixes, will act as a buffer. If something goes wrong in those mediums, you can quickly leech or use other corrective measures.
Secondly, if you want good lights, look at Ebay or Amazon. Look up grow light kits. Example: in the search bar, type 600 watt hps grow light. You will see so many lights and ballasts and shades galore. If you have a budget up to 3500, you can do a lot. If you want a grow tent (very convenient imo), look for 2. One for vegging and mothers/clones, and one for flowering. Both obviously running different lights. And depending on your size of tent, depends on your light. Say for instance you use a tent that's 2x4x5. You want at least a 400 watt light (50 watts/sqft). Tents have your exhaust vent flaps, they are constructed out of solid material, easy to put together, and easy to put in different places.
Third of all, with the whole HID light and tent setup, you'll want to look into a good inline fan. I can't tell you what CFM rating you will need, as it all depends on varying factors.
And in all honesty, imo, if you're a noob, don't go all Gung-Ho and spend shitloads of money on your first grow. Too many things can go wrong as a result of honest inexperience and you could lose out on a lot. If you've got any horticulture experience, you won't have too much problems. But if you have none, be prepared.
Just keep it simple though. First decide how much space you can use. If you don't have a lot, go with a couple small tents, or even build yourself a grow cab. If you have plenty of space, do it to it. But keep it simple. Determine if you want a perpetual harvest or not, because that will be a space factor. If not, then do it all in one space. The biggest things to remember are: Light, air circulation, nutrients, grow medium. It's still a weed, so it can grow in not-so-ideal conditions (though why subject it to such if you can help it).
