new shoots taking long time after topping

Whats up guys hoping someone can hep me on a problem im having with topping. I topped at least 2 weeks ago and the new shoots are only begining to develope. I understand that it should be much faster than that. the plants them selfs are very healthy and strong and ready to go into flowering except for the new shoots. So my question is........ should i put them into flowering? Also, keep in mind that the strain is Pineapple chunk which has a long flowering time. any help at all woud be sweet, thanks
