newbie buying lights

Been searching for hps for around a week to start growing, bearing in mind I wanted a complete light rather than one I had to wire up and I only want to grow 2-3 plants

this was the best deal i found

and also wondered if this was a good idea for a newbie or just a commercial rip off?

your first option is ok. if you think you might have cooling problems (which are common with hps lights) then you should get an aircooled hood instead.

your second option is not worth it. much better and easier for a newbie to grow in soil with a basic light setup - fewer complications, fewer problems.

Once again, I second drat. And I can vouch for the heat that is well known to be produced by the beloved hps. I should say I grow 2-3 plants at a time myself. My 400w gets the job done($150 ebay) BUT my ballast is not remote(like the one in ur first link) and WOO-EEEE! IT GETS HOT! I'd definately look into an air cooled hood as well, in fact, I'm kinda half-shopping around for one atm so if anyone knows the spot to order a good air cooled setup please post!

Listen to desertrat, he won't stear you wrong. Only thing I would say is that if you're gonna spend the dough, get yourself a 600W setup. Best lumen/wattage ratio, and will give you better harvests if you're growing two or three plants. The 250W is a little low for more than one plant. IMO.

My 600w is a great light. I purchased mine from HTG and I love the service I get from HTG. I had a ballast go bad and he sent one to me in two days time. 600w is great for my 48x48 grown cabinet/room. Worked great. I am buying a 39x39 grow tent from HTG this week to start a new crop...just my 2 cents worth
