NOOB needs help Q's about small budding plants

I have this plant I've been growing since March and its only 1 ft and 2 in long, but it has white hairs between the nodes.I have it growing 12/12 with part sun part CFL and I was wondering A) does it look healthy B) Will it bud if i have it on 12/12 C)Is it possible for a plant to stay in its VEG stage and never bud? and D)Is there a way i can make it bud with a 32 watt,30 watt,26 watt and part sun?

vegging cycle is 24/0 20/4 18/6 not 12/12. If you keep it in that light cycle it will start budding. As for you givingg it part fake light & part sun light I hope your not taking the plant outdoors your really risking getting bugs. Spider mites are deadly to your plants. & as your plant gets bigger she will need way more light. So any floro that your using has to be in the kelvin value of 6500k for vegging & 2700k for flowering.

yea please do not take your plant outside keep it on 12/12 and under your lights and i'll start to bud more good plants!!
