Not sure whats going on with my plant? Over watering or under watering? Virus?

I had that grow light running for 24/7 but just changed it out with this -
And changed the light schedule to 20/4.
Water - when the soil is dry a inch down and only water until it gsts half way down I dont let it run out the bottom.
Soil - Fox Farm Ocean Forest with nothing mixed in.
Pot - 3.6 gallon
