This is getting spooky.
It seems more of these Snowden docs are leaking out through odd channels. Or I'm just so far out of the loop this could be old news.
I'm not saying the idea of "hacking teams" being employed for black-ops is 'news'; rather, the extent to which this form of warfare has grown is mind-boggling.

Good OP, Heckler. I didn't know about this, it's fucking scary. We know that Big Brother would like to know all, and it's good to go over the details of how they are accomplishing this...

It reminds me of (old) satellites. They had polarized transceivers, so there was one channel for "private sector" and one for military.
However, that military channel allowed them to shut down all satellites in orbit if the need arose.

And looking at that diagram, I get the feeling all of the discussion about metadata storage has less to do with phone numbers and emails, than it does with which computers have which malware codes installed.

Selective switches, I suppose one could call it.

I'm not very imaginative when it comes to Sci-Fi ;)
But pondering possibilities is potentially problematic. It can lead to fruitless mental meandering.
It is enough to know they have a shitload of skeleton keys. Anything after that is superfluous, although it may make for a good screenplay.
 
What should really scare you is the reason they are now employing some of the worlds best hackers.
They are going to figure out a way to re route traffic anonymously and un-route VPNs.

Making Tor useless, and any other VPN useless.
