one month plant bit small and packed?

Don't know yet if its a problem or not. My plant is a Flying Dragon one month old under 250W blue CFL(20k lumen). Got it burned about a week ago as it was only 5cm/2inch away from lamp. Those 250W lamps give loads of heat.
Its planted in medium made out of 1/2 indoor plant compost and 1/2 vermiculite by volume. Above lamp heat vent I got output of CO2 yeast generator effectively mixing it with convecting air before it drops.Temperature is 25 Celsius.24 hour light.
Bottom leaves went yellow yesterday before it was watered and today the yellow receded but some spots and yellowness persisted. Those are the bottom and currently oldest leaves.
I measure both ph and moisture daily but plant doesn't seam to need more than one watering a week now and ph is 6.8.
Thats second pot (about 4 gallon) replanted together with paper cup when roots ware coming out.

Is this plant all OK? My tap water is quite hard 174mg/litre calcium. I guess i will have to boil water before using it and supplement with magnesium.

It could have been bigger, way bigger maybe for a month but i can give you two obvious reasons:
Light burn can stress the plant and stun the growth for abit.
You planted the plant straight into a big pot.
I'm a noob so it's the only two things i'm sure about, but i`m 100% sure there is something else, probably. :)

try using foxfarm ocean forest soil next time it has lots of good organic nutes in it and takes all the guess work out of feeding during the veg cycle. make sure that 250 bulb is at least a foot away from your plant top and put your hand near the plant top to feel the warmth from the light, if its hot raise up the light. Your plant looks like it will produce if you take good care of it. but like the rookie above me said it could be a lot bigger in a month. that foxfarm soil will get you the large plants you are after. good luck!
 
I did figure it out. It was magnesium deficiency. It looks like high amount of calcium in the water is locking away magnesium. Quarter of a teaspoon of Epsom salts and leaves are visibly darker in matter of hours. I wish I had this figured out year ago when due to damage my tomatoes ware late.

Same plant 4 days later - note colour change.
