Help, the leaves started to turn this orange color. Not sure what it is, fungus maybe? Tried to spray with neem oil but it does not seem to help.

I clipped those off of my OG Kush plant that is like 14 inches tall currently. Everything was fine up until a few days ago. Now leaves have been dying, drying out and falling off.
