Oregon Medical Card

i live in Oregon. i went in about a month ago to the Doc, filled out all the paperwork, sent the application in to OMMP with the $100 by certified mail. All I got back was the certified mail receipt. how long does it take to get the actual card? Shouldn't I have it by now?

My friend tells me it takes a minimum of 10 weeks. I saw the DR in Feb and still haven't recieved my card yet either, just that reciept.
