Ozone or Nitrogen damage? please help

I have been noticing this for about 3 days now, 1 plant has a bit on each fan leaf the others here and there mainly lower fan leafs. most that have this on the lowers they are also yellowing a bit but the plants are 38 days into flowering.

The only thing "new" that i have done was sprayed them with neem oil, one of the clones i was given stayed in a separate cabinet but after a few weeks I started to see white dots on the fan leafs. flipped them over and saw spider mites. needless to say but I gave everything a bath in neem oil...
