Peat pellets are a great starter. You just need to be careful with them... such as Jiffy pellets, they can hold a ton of water for long periods and can be very much too much water. I have used them, but fell back to rockwool cubes. I grow in soil & flood & drain, even in soil I use rockwool as the starter for all my seeds.

You can definately put germinated seeds in them. Make sure you have at least 50watts per 2 baby plants though. It's better to have more light than that, But I'm guessing since you are asking if it's only for cloning you are new and may not have the right light. If you have the correct lighting though, then germinated seeds will most likely all make it to maturity starting in peat. So everything should work out goo for you. You will jhave to put them in something larger eventually though, unless you want extremely dwarfed plants.
